摘要
数字技术作为推进教育治理体系和治理能力现代化的一种技术路径,在嵌入教育治理现代化的进程中为教育治理理念、治理方式与治理效能的变革带来了新机遇,促逼教育治理从“管理”走向“数治”,从“封闭”走向“开放”;治理方式从“粗放”走向“精细”,从“单一”走向“多样”;治理效能从“速率”走向“效率”。数字技术赋能教育治理现代化的作用机理表现为通过优化顶层决策、完善制度供给与创新技术应用,进一步实现教育治理科学化、精细化与高效化。未来,要通过设计教育数字化治理的宏观战略,健全教育数字化治理的中观制度与优化教育数字化治理的微观机制,实现数字技术与教育治理现代化的深度融合。
Digital technology,as a technological path to promote the modernization of educational governance system and governance capabilities,has brought new opportunities for the transformation of educational governance concepts,governance methods,and governance effectiveness in the process of embedding digital technology into the modernization of educational governance,promoting the educational governance from“management”to“digital governance”,from“closed”to“open”,changing the governance approach from“extensive”to“refined”,and from“single”to“diverse”,and making the governance effectiveness shift from“speed”to“efficiency”.The mechanism of digital technology empowering the modernization of educational governance is manifested in optimizing the top-level decision-making,improving institutional supply,and innovating technological applications,further achieving scientific,refined,and efficient educational governance.In the future,it is necessary to design macro level strategies for digital governance in education,improve the meso level system of digital governance in education,and optimize the micro level mechanism of digital governance in education,so as to achieve the deep integration of digital technology and modernization of educational governance.
