摘要
以2016年英国教育部文件《学校中的行为与纪律:给校长和学校教职工的建议》的颁布为标志,英国学校开启了学生行为规范化管理的新时代,各中小学校均积极探索建立形式多样的惩戒制度,并形成了以原则声明、职责要求、行为准则、惩戒规则和特殊支持等为主要内容的教育惩戒制度体系框架。英国中小学校在教育惩戒规定制定过程中,凸显出注重各类群体的权益保护、通过建立行为标准进行正向引导、注重教育惩戒的阶段性和层次性、强调对教师专业自主权的保护、重视发挥家长主体作用等特点。借鉴英国学校经验,我国中小学校在教育惩戒规定制定过程中,应构建权益保护机制,保障教育惩戒权"善用";建立学生行为标准,强化教育惩戒的教育性;设计差异化的惩戒策略,增强教育惩戒的针对性;区分简易程序和一般程序,维护教师专业自主权;健全家校沟通协作机制,提升教育惩戒的实效性。
Marked by"Behaviour and Discipline in Schools:Advice for Headteachers and School Staff"issued by the Department for Education in 2016,schools in UK have ushered in a new era of standardized management of students'behavior,after which all primary and secondary schools actively explore various discipline system and have formed the educational discipline system framework with the main contents of principles statement,responsibility and requirement,code of conduct,discipline rules and special support.Primary and secondary schools in UK.highlight the protection of the rights and interests of all groups,the positive guidance through the behavior standards,the stage and level of educational discipline,the protection of teachers'professional autonomy and the main role of parents in the formulation of educational discipline regulations.Drawing on the experience of schools in UK,the actions of constructing rights and interests protection mechanism to ensure the"good use"of educational discipline power,establishing students'behavior standard to strengthen the educational nature of educational discipline,designing different strategies to improve the pertinence of educational discipline,dividing the simple procedure and the general procedure to maintain the professional autonomy of teachers,and improving the home-school communication and collaboration mechanism to enhance the effectiveness of educational discipline should be carried out in Chinese primary and secondary schools.
