义务教育质量提高行动中省级政府的政策注意力配置

The Allocation of the Provincial Governments' Policy Attention in Improving the Quality of Compulsory Education

摘要 省级政府是义务教育质量提高行动的核心主体,其政策注意力配置结构决定着义务教育质量提高行动的方向和重点。本研究以18个省级政策文本为样本,借助扎根理论编码技术,运用Nvivol2质性分析软件对义务教育质量提高行动中省级政府的政策注意力配置情况进行分析,发现省级政府政策注意力形成三级配置结构,整体政策注意力配置结构失衡,区域政策注意力配置各有侧重。建议采取优化配置结构、实现政策注意力同步,关注被忽视维度、促进政策注意力汇聚,加强教师队伍建设、确保政策注意力持续等措施,改进义务教育质量提高政策的设计与制定,完善新时代义务教育质量政策体系。 The provincial governments are the core bodies of the compulsory education quality improvement action.The allocation of their policy attention determines the direction and focus of the action.The study uses 18 provincial-level policy texts as samples,with the grounded-theory coding techniques and Nvivo l2 qualitative analysis software to analyze the allocation of provincial government policy attention in the action.The finding is that the provincial governments'policy attention has formed a three level allocation structure,the overall policy attention allocation structure is unbalanced,and the regional policy attention allocation has its own focus.It is suggested that the synchronization of policy attention should be achieved by optimizing the allocation structure.Meanwhile,pay attention to the neglected dimension and promote the convergence of policy attention,deepen the construction of teachers to ensure the sustainability of policy attention,besides ameliorating the design and formulation of policies to enhance the quality of compulsory education and improving the quality policy system of compulsory education in the new era.
