摘要
城市土地供应绩效评价是掌握土地市场形势的关键环节,对区域土地供应体制机制建设和城市土地市场管理具有重要意义。研究从土地供应的结构绩效、经济绩效、公平绩效、生态绩效四个层面构建土地供应绩效评价指标体系,采用熵权法确定指标权重,运用改进可拓物元模型对2003—2017年武汉市土地供应绩效进行评价,并通过障碍度指标评价进行影响因素分析。结果表明:①2003—2017年武汉市土地供应绩效总体绩效水平呈阶梯式上升趋势,由2003年Ⅰ级(差)上升至2017年的Ⅳ级(良好),其中结构功能绩效和经济绩效总体上呈波动上升趋势,公平绩效出现陡升陡降,生态绩效显著提升,分析发现四类绩效水平受土地供应方式、产业布局调整、住房市场调控、城市环境治理等政策影响较大。②2003—2017年武汉市土地供应绩效的障碍因素中,结构障碍和公平障碍是主要的障碍来源,随后是经济障碍,以及环境障碍,而具体障碍因子有住宅用地供应比例、工矿仓储用地供应比例、土地利用率、地均第三产业增长、土地出让金在财政收入中占比、土地综合地价水平、人均绿地面积7个指标。
The performance evaluation of urban land supply is a key step to grasp the situation of land market,which is of great significance to the construction of regional land supply system and the management of urban land market.This study constructs the performance evaluation system of the land supply which includes the structure performance,economic performance,fair performance and ecological performance.It evaluates the land supply performance in Wuhan from 2003 to 2017 appling entropy weight method to determine index weight and the improved matter element model,and analyzes the impact factors through the disorder degree index evaluation.The results show that:1)It shows a trend of gradual increase on the land supply performance of Wuhan from 2003 to 2017,the performance level changes from gradeⅠ(poor)in 2003 to gradeⅣ(good)in 2017.Structure performance and economic performance increase unevenly,fair performance increases and falls dramatically,ecological performance grows up significantly.It’s found that four types of performance are affected by the way of land supply,industrial layout adjustment,the housing market regulation,urban environmental governance policy,etc.2)Structure disorder and fair barrier are the main obstacles of land supply performance from 2003 to 2017 in Wuhan,followed by economic barrier and environmental barrier.Specific obstacle factors include 7 indexes that are the land supply ratio of industrial and mining warehouse,proportion of housing land supply,land utilization,all of the third industry growth,land revenue proportion of land transfer,land comprehensive land price level,the per capita green area.
