摘要
党的十九大提出推进绿色经济发展,促进绿色投资。但是调动绿色投资的积极性离不开政府的环境管理。命令控制型、市场激励型及自愿型环境规制工具是我国政府环境管理的重要手段。在绿色经济背景下,行业、地区、国家等中宏观层面的绿色投资研究成为一大趋势。但是企业作为资源开发和环境污染的微观主体,也应是资源节约和污染治理的主体,是环境规制的直接作用对象。故本文区别于现有研究,以污染主体—上市工业企业为研究对象,从微观角度探讨异质性环境规制工具能否有效促进绿色投资,使得分析结论更加具体和可靠。研究结果表明:命令控制型、市场激励型以及自愿型环境规制工具均能有效促进工业企业绿色投资。比较而言,命令控制型环境规制工具的效果最为明显。
The 19 th CPC National Congress proposed to promote the development of green economy and to accelerate green investment. However, the enthusiasm of green investment cannot be mobilized without the government’s environmental management. Command-and-control, market incentive and voluntary environmental regulation tools are important means of environmental management by Chinese government. Under the background of green economy, green investment research at the meso and macro level of industry, region and country has become a major trend. However, as the micro-subjects of resource exploitation and environmental pollution, enterprises should also be the subjects of resource conservation and pollution control, and the direct objects of environmental regulation.Therefore, different from existing studies, this paper takes listed industrial enterprises as the main polluters to explore whether heterogeneous environmental regulation tools can effectively promote green investment from a microscopic perspective, which makes the analysis more specific and reliable. The results show that command-and-control, market incentive and voluntary environmental regulation tools can all promote green investment of industrial enterprises. In comparison, command-and-control environmental regulation tools have the most obvious effect.
