摘要
随着以人为核心的新型城镇化的逐步推进,租赁住房成为解决城市流动人口居住问题的主要途径之一。本文利用问卷调查数据,从承租人的微观视角对我国住房租赁市场发展对城市流动人口长期居住决策的影响进行了实证研究。结果显示,住房租赁市场发展对于城市流动人口的长期居住决策会产生显著影响,住房租赁市场发展程度越低,流动人口越倾向于流出当前所在城市。而且,住房租赁市场发展对于流动人口长期居住决策的影响在不同层级的城市和不同技能的人群中存在显著差异。省会城市流动人口在做出长期居住决策时受租赁居住质量的影响更为深刻,而非省会城市流动人口则对住房租赁权益保障更为重视;高技能流动人口在做出长期居住决策时更重视租赁居住质量,而低技能流动人口则更重视租赁的权益保障质量。因此,应当多措并举推动住房租赁市场的高质量发展,从而更好地推进新型城镇化的进程。
With the advancement of a new type of people-centered urbanization,rental housing has become one of the main ways to solve the housing problem of urban mobile population.Based on the questionnaire survey data,this paper carried out empirical research on the impact of the development of China’s housing rental market on the long-term residential decision of mobile population from the micro perspective of tenants.Research findings show that the development of the housing rental market has a significant impact on the long-term residential decision of mobile population.The lower the development level of housing rental market,the more the mobile population tends to flow out of the current city.Moreover,the impact of the development of housing rental market on the long-term residential decision of mobile population is significantly different for cities of different administrative levels and people of different skill levels.The mobile population in provincial capital is more deeply affected by the quality of rental housing when making long-term residential decisions,while the mobile population in non-provincial capital cities pay more attention to the protection of housing rental rights and interests.High-skilled migrants pay more attention to the quality of rental housing,while low-skilled migrants pay more attention to the protection of housing rental rights and interests.Therefore,multiple measures show be taken to further promote the high-quality development of China’s housing rental market so as to better and faster comprehensively promote new-type urbanization.
