Imbalance and Balance: Research on the Rural Culture Governance in the Construction of New Urbanization

摘要随着社会主要矛盾的转化,在新型城镇化建设中,我国最大的不充分就是农村发展不充分,最大的不平衡就是城乡发展不平衡。因此,平衡经济建设和文化治理的关系,平衡城乡发展,是新型城镇化建设和乡村振兴战略共同的使命。在这一进程中,显现出乡村"失踪"、乡村文化失传、乡村文化治理失效的失衡表征,从思想认知、主体参与、乡村内部、城乡发展等视角分析其失衡成因,乡村文化"创造性转化、创新性发展"迫在眉睫。作为上层建筑,治理乡村文化应从平衡认知、平衡主体、平衡城乡等策略入手,从而促进乡村文化治理走向善治,城镇经济和乡村文化互荣共生,推动城乡融合发展。 In China,with the transform of the social principal contradiction,the maximal insufficiency is the underdevelopment of the rural areas,and the maximal imbalance is urban-rural development in the construction of new urbanization. Therefore,balancing the rural development and the urban development by balancing the relationship between economic construction and cultural governance grows to be the common mission of the construction of new urbanization and the strategy of rural vitalization. In this process,the unbalanced representation can be found in the "vanishing"of the villages,the transmission of the rural culture and the ineffective governance of the rural culture. Analyzing from the perspectives of ideological understanding,subject participation,the rural areas,and the urban-rural development,it can be seen that "creative transformation and innovative development"of rural culture is imminent. The governance of rural culture,as a kind of superstructure,should start with the strategies of balanced cognition,balanced subject and balanced urban and rural areas,so as to promote the governance of rural culture towards good governance,mutual prosperity and coexistence of urban economy and rural culture,thus reinforcing the integration and development of urban and rural areas.
