摘要
建设和完善国家技术转移体系,对于促进科技成果转化,激发社会创新活力,提升国家创新实力具有重要意义。本文利用2008-2019年省际专利权转移转让数据,构建了中国省际技术转移网络,运用社会网络分析和时间指数随机图模型,研究网络的空间关联特征及内生演化机制。结果发现:(1)中国省际技术转移关系日益密切,技术转移体系日趋完善,但省份间的互惠性有待提高。(2)中国省际技术转移网络存在结构依赖效应,省份间的聚敛性、传递性以及闭合性特征明显,但省份间的积极性有待提高。(3)中国省际技术转移网络存在时间依赖效应,路径依赖与路径创造并存。本研究推动了对省际技术转移的认识,对加快构建国内技术转移大循环新格局具有重要启示。
Innovation is the first driving force leading development and the strategic support for building a modern economic system.Since China implemented the innovation-driven development strategy,its innovation strength has been significantly enhanced.As the extension and expansion of technological innovation,technology transfer undertakes the function of timely and effective transfer and transformation of new technologies in the whole link,so as to promote the virtuous cycle driven by innovation.It is undeniable that there are still some stubborn diseases in China,such as poor technology transfer chain,low efficiency,insufficient breadth and depth,unbalanced regional development and so on.At this stage,China is facing a complex external environment.A new round of technology blockade launched by western countries has brought severe challenges to the development of technological innovation in China.In the context of anti-globalization,how to make use of the great potential of the domestic technology market to form an effective driving force to promote technology transfer,build a new pattern of domestic technology transfer cycle,and achieve high-level scientific and technological self-reliance has become an urgent policy direction in China.Therefore,to understand the current situation of China’s regional technology transfer,promote interregional division of labor and cooperation,tackle the pain points of technology transfer,and build a national technology transfer system in line with the law of scientific and technological innovation has become the key to promote the development of national innovation.To this end,this paper uses the 2008-2019 inter provincial patent transfer data to construct China’s inter provincial technology transfer network,and uses social network analysis and temporal exponential random graph model(TERGM)to study the spatial correlation characteristics and endogenous evolution mechanisms of the network.The results found that:(1)China’s inter provincial technology transfer relationship is increasingly close,and the national technology transfer system has improved consistently overtime,but the bilateral reciprocity needs to be improved.(2)China’s inter provincial technology transfer network has a structure dependent effect with obvious effects of preferential attachment,transmission and closure,but its radiation effect needs to be improved.(3)There is a time-dependent effect in China’s inter provincial technology transfer network,and path dependence and path creation coexist.This research has promoted the understanding of inter provincial technology transfer and has important implications for accelerating the construction of a new pattern of domestic technology transfer cycles.Possible innovation points of this paper are as follows:Firstly,focus on the impact of the endogenous effects of the network on the technology transfer network,comprehensively understand the internal and external influencing factors of the formation and evolution of the technology transfer network,and enrich the theoretical research on the evolution of China’s inter provincial technology transfer network.Secondly,temporal exponential random graph model(TERGM)is introduced into the research field of technology transfer,which overcomes the defect that the traditional regression method can’t study the"relational data",and provides a new idea for the research of the evolution mechanism of technology transfer network.Thirdly,with the help of social network analysis method,objectively reflect the dynamic evolution law of inter provincial technology transfer network,and deeply understand the spatial pattern of China’s inter provincial technology transfer,so as to provide empirical support and decision-making reference for building a large cycle pattern of domestic technology transfer,optimizing the allocation of technological innovation resources and realizing high-level scientific and technological self-reliance.This main policy implications of this study are as follows:Firstly,guide the strengthening of mutually beneficial cooperation between regions to create a fair and mutually beneficial market environment.From the perspective of the innovation ecosystem,the regional technology transfer network is a huge system that emphasizes the symbiosis and evolution of internal members.In order to cultivate the ability of self-feedback and evolution,the mutual benefit and win-win of the members of the system must be strengthened.Secondly,build a cross-regional gradient technology transfer system to guide the rational allocation of innovative resources.Excessive technological gap is not conducive to the occurrence of technology transfer relations.In the large technology transfer cycle,it is necessary to fully understand the role of brokerage provinces,play the role of brokerage provinces in the construction of the technology transfer system as a"bridge"and"hub",and promote the flow of scientific and technological achievements and share efficiency.Thirdly,build a cross-regional technology transfer cooperation platform and strengthen information interconnection.On the one hand,further strengthen cooperation within the region,accelerate the integration of regional technology transfer,especially in Beijing-Tianjin-Hebei,the Yangtze River Delta,the Pearl River Delta and other regions,and give play to their role as the vanguard and main force;On the other hand,the government should strengthen organization and coordination,encourage governments at all levels to build technology transfer cooperation platforms,break through geographical distance restrictions,reduce various risks and cost problems caused by factors such as information asymmetry,strengthen information sharing and business cooperation,and form a joint force to promote the transfer of scientific and technological achievements.
