摘要
学科建设成效直接关系到大学改革与发展成果,关乎高等教育强国建设进程及其水平。其中,制度建设是学科建设的核心支撑,发挥着直接而隐性的功用。在制度供给角度,学科建设呼唤学科制度的建设,即系统的、有效的、正义的制度供给。通过对学科制度层次结构及实际运行的考察不难发现:当前我国学科建设面临分权悖论、边际效应以及马太效应等诸多制度困境。为此,需要激发基层学术组织活力、优化学术资源配置模式、运用正义原则完善制度,以此实现学科建设的制度创新,兑现"双一流"建设的政策承诺。
The effectiveness of discipline construction is directly related to the achievements of university reform and development,and is related to the process and level of the construction of a strong higher education country.Among these factors,system construction is the core support for discipline construction,playing a direct and invisible function.From the perspective of institutional supply,discipline construction calls for the construction of discipline system,which requires systematic,effective,and just institutional supply.Through the analysis of hierarchical structure and its actual operation of the discipline system,it is not difficult to find that the current discipline construction is facing many difficulties such as decentralization paradox,marginal effect and matthew effect in China.Therefore,we need to stimulate the vitality of grass-root academic organizations,optimize the mode of academic resource allocation,and use the principle of justice to improve the system,so as to achieve institutional innovation in discipline construction and fulfill the policy commitment of"double first-class"construction.
