摘要
矛盾纠纷多元化解是“枫桥经验”的重要内容。通过采取积极有效的措施,预防矛盾纠纷的发生,使矛盾纠纷不发生、少发生,使业已发生的矛盾纠纷得到及时有效化解,诸暨市在基层社会治理中形成了诸多行之有效的工作机制。结合法庭工作的特点,围绕基层社会综合治理的需要,诸暨市枫桥人民法庭建立了法官(法官助理)办案节点及廉政风险提示、人民调解劝导、诚信诉讼承诺等机制,凝聚了社会共识。以追求基层社会治理效果为导向的机制建设,突显出诸暨市枫桥人民法庭在参与基层社会综合治理中的作用。枫桥人民法庭参与基层社会综合治理作用的有效发挥,推动了矛盾纠纷多元化解机制建设,调动多种力量预防化解矛盾纠纷,成效显著。
The pluralistic resolution of conflicts and disputes is an important part of Fengqiao Experience.Through taking active and effective measures to prevent the occurrence of conflicts and disputes,thus the conflicts and disputes will not occur or occur less frequently,and the conflicts and disputes that have occurred can be resolved in a timely and effective manner.There has formed many of effective procedural mechanisms in grassroots social governance of Zhuji City.Combining with the characteristics of court work and the needs of comprehensive governance at the grassroots level,Fengqiao People’s Court of Zhuji city has established mechanisms for judges(judge assistants)to handle cases,as well as the risk warning of an incorruptible government,people’s mediation and persuasion,and the promise of good faith litigation,therefore a social consensus has been consolidated.The mechanism construction oriented to pursue the effect of grassroots social governance highlights the role of Fengqiao People’s Court in participating in the comprehensive governance of grassroots society.It is because of an effective role that Fengqiao People’s Court played in the comprehensive governance of grassroots society,the construction of a diversified mechanism for resolving conflicts and disputes has been promoted,and the various forces to prevent and resolve conflicts and disputes have been mobilized.The achievement is remarkable.
