摘要
伴随着全球经济一体化进程的推进,港口竞争方式已经发生改变,港口区域化发展已经成为我国沿海港口发展的普遍趋势。港口群的优化整合是促进港口区域化发展的重要手段。通过改善港口群的布局和结构,促进区域供应链的整合,港口群可以在区域化、规模化、专业化发展的过程中,提高资源利用率和国际竞争力。然而,港口优化整合过程中的一系列活动可能会对区域生态环境造成不利影响。从我国港口区域一体化发展的规划政策中可以看出,当前我国沿海港口群的发展现状距离建设绿色港口、实现港口与环境协调发展的目标还存在一定的差距。通过完善港口群整合战略,优化港口群物流网络,促进港口企业信息化转型,港口群可以在优化整合的过程中实现与环境的协调发展。
With the development of global economic integration,the modes for port competition have transformed,and seaport regionalization has become a general trend in China.Seaport clusters integration and optimization can promote the improvement in clusters’structure and governance,enable the integration and optimization in local supply chains,and facilitate port regionalization and specialization.Seaport clusters’performance and competitiveness can be improved during those processes.However,integration activities may adversely affect regional environment.Based on the study of seaport integration measures in China,the gaps between the seaport integration and ecological environment construction can be analyzed,and countermeasures for closing those gaps are proposed.Green strategies development,regional logistics network improvement,and digital transformation are three main steps to realize the mutual development of seaport clusters integration and ecological environment construction.
