摘要
儿童福利和未成年人保护是民生保障领域的重要组成部分。近年来,国家出台了一系列未成年人保护相关法律法规和政策,为未成年人学校保护构建了一整套完善的制度体系。福利院特殊教育学校作为孤残儿童生活和学习的重要场域,无疑是未成年人保护的重中之重。文章以华北地区T市福利院特殊教育学校为例,认为针对特殊未成年群体的保护,尤其需要明确福利院特殊教育学校的主体责任。福利院特殊教育学校与其他学校相比,更应加强对教师作风建设和学生心理健康的动态型构;以实践知识反塑特殊教育学校未成年人保护专项制度的在地生成;通过完善特殊教育学校未成年人保护规章制度、建立学生医疗健康档案、优化育人实践活动、凝聚各方力量,构建福利院特殊教育学校未成年人保护工作机制。
The child welfare and the protection of minors constitute an important part of people's livelihood security.In recent years,the state has issued a series of laws,regulations and policies related to the protection of minors,resulting in the establishment of a complete set of institutional systems for the protection of minors in schools.As significant venues for the living and learning of orphaned and disabled children,the special education schools are undoubtedly the top priority for protecting minors.Taking the special education school of welfare homes in City T of North China as an example,it is believed that the main responsibility of the schools should be clearly defined for protecting special minors.Compared with other schools,special education schools of welfare homes should strengthen the cultivation of teachers'work ethic and the dynamic support system of students'mental health.The locally adapted generation of the special system for protecting minors in special education schools should be reshaped and refined based on practical knowledge and experiences.By improving the rules and regulations for the protection of minors in special education schools,establishing medical and health files for students,optimizing educational practices,and gathering the strengths of all parties,the working mechanism for the protection of minors in special education schools of welfare homes will be established.
