摘要
学习型城市建设是关系我国教育现代化、保障人民福祉的重要战略。本文重申学习型城市治理体系和治理能力现代化建设的关键性,尤其是在后疫情时代的迫切性;从教育治理体系和治理能力出发,结合学习型城市大会会议宣言和学习型城市指标体系,勾勒了学习型城市治理体系和治理能力现代化建设的理论指南。同时从我国本土实际出发,尝试规划了我国学习型城市治理体系和治理能力现代化建设的行动路线,明确了未来面临的重大问题、需要遵循的关键原则以及亟需推进的重大任务和必要行动。
The construction of learning city is an important strategy related to modernization of our country’s education and protection of the people’s well-being.This article reaffirms the key issues to the modernization of the learning city governance system and governance capabilities,especially the urgency in the post-epidemic era,which start from the education governance system and governance capabilities,is combined with the learning city conference declaration and the learning city indicator system,outlines the theoretical guide for the modernization of the governance system and governance capabilities of the learning city.This article also started from China’s local reality,tried to plan the course of action for the modernization of the governance system and governance capabilities of the learning city in China,and clarified the major issues facing the future and key principles to follow,major tasks and necessary actions that urgently need to be promoted.
