摘要
政策偏向的产业集聚具有明显的异质性区域增长效应,中西部不能从产业转移和集聚中获得增长效应。借鉴"地理—组织—技术"三位一体的思想,构建了地区产业结构适宜度指标,证实了引发东部和中西部产业集聚增长效应差异的影响因素。研究发现,当产业结构适宜度低于某一门槛时,推进产业集聚不能促进经济增长,只有在少数跨越这一门槛值的地区才能产生正效应。从总体来看,通过该门槛值的地区主要集中在东部沿海省份。本文的主要政策启示在于,政府在推进产业转移和集聚时,应重点考虑当地产业结构和要素禀赋基础。"一刀切"的产业政策设计对本地的经济增长作用并不是最优的。
This paper firstly revealed that the industrial agglomeration with policy bias had obvious regional heterogeneity in promoting economic growth,and the central and western regions couldn’t gain growth effect from industrial transfer and industrial agglomeration.Further analysis introduced the concept of"geography--organization--technology",and constructed the suitability indexes of regional industrial structure,then confirmed the influencing factors that having caused the differences of the industrial agglomeration growth effect between the east and the Midwest.We found that,there was a certain threshold affecting the function of industrial agglomeration.That is,when the suitability of industrial structure was below the threshold,promoting industrial agglomeration couldn’t promote economic growth,and only a few regions that having crossed this threshold had a positive effect.On the whole,the areas passing the threshold were mainly located in the eastern coastal provinces.The main policy implication of this paper was that,the government should mainly focus on local industrial structure and factor endowment while promoting industrial transfer and agglomeration.And"one-size-fits-all"industrial policy design was not optimal for local economic growth.
