摘要
环境规制距离是影响出口动态的重要因素,利用2005—2014年我国制造业的细分产品数据,选取OECD环境政策严厉程度指数测度我国与不同国家行业的环境规制距离变化,实证检验环境规制距离变化对出口动态的影响。结果发现,环境规制距离正向变化会抑制产品出口退出和进入,却利于出口持续时间的延长以及持续出口产品的深化,且该影响会随着技术程度和产品差异程度的不同呈现异质性。基于出口目的国环境规制水平和类型进行扩展分析证实,我国已摆脱"污染避难所"式的逐底竞争,且市场和非市场环境规制工具距离变化对出口动态影响存在差异。
Environmental regulation distance is a main influencing factor for export dynamics.Based on the data from 2005 to2014 of China’s manufacturing segment products,the paper applied the OECD environmental policy severity index to measure the changes of industrial environmental regulation distance in China and different countries,and then empirically tested the impact of environmental regulation distance on export dynamics.The results indicated that the positive change of environmental regulation distance may restrain the exit and entry of product export,while it was beneficial to the extension of export duration and the deepening of export products.At the same time,the impact varied with technical level and deviation degree.At the end,we made an extended analysis based on the differences of the level and types of environmental regulation in export destination countries.And the analysis proved that,China had gotten rid of the“pollution haven”competition to the bottom.Moreover,market and non-market based environmental regulation distance had heterogeneity in the effect of export dynamics.
