摘要
互联网+政务背景下,“最多跑一次”政务服务改革持续推进。对高校综合档案远程服务进行研究,旨在挖掘高校档案服务潜力,努力达到校外服务不跑路,校内服务少跑路或不跑路,推动档案服务水平提升新台阶,发挥更大作用。选取具有示范引领作用的上海高校作为研究对象,以实地走访、网络、电话和邮件相结合的方式进行调查,了解建立网络平台、开展远程服务情况。对已建立网络平台的高校从档案服务主体、服务内容及方式、服务平台、服务途径、服务对象五方面入手进行具体分析,找出影响远程服务目标实现的各项因素。从人才队伍、档案资源、网络平台、服务系统、服务细节等方面提出改进的具体措施,实现档案远程服务目标,并为全国同类高校提升档案服务水平,实现档案事业更好更快的发展提供经验借鉴。
under the background of Internet plus government affairs,the government service reform of"one run at most"has been carried out continuously.The research on the remote service of Comprehensive Archives in Colleges and universities aims to tap the potential of archives service in Colleges and universities,and strive to achieve the goal of"no running off"for off campus service and"no running off"or"less running off"for on campus service,so as to promote the level of archives service to a new level and play a greater role.Universities in Shanghai with demonstration and leading role is selected as the research object,and the investigation is conducted by combining field visits,network,telephone and email to understand the establishment of network platform and remote service.This paper analyzes the main body of archives service,service content and mode,service platform,service way and service object of the universities which have established network platform,and finds out the factors that affect the realization of the remote service goal.This paper puts forward some measures to improve the personnel team,archives resources,network platform,service system and sevice details,and realizes the goal of archives remote service,and provides experience for the similar universities to improve the level of archives service and achieve better and faster development of archives.
