摘要
利用中国人口调查微观数据和城市特征数据,本文考察了不同类型人才对城市企业家精神的影响。实证结果表明,人才在城市创新和创业活动中存在异质性影响:知识型人才能够提升城市创新水平,创意型人才则同时促进了城市创新和创业活动。进一步研究发现,管理、科学、文化及商业等不同领域人才的贡献也不尽相同。本文政策建议是,当地政府应依据不同阶段发展目标动态调整引才政策,合理配置人才资源,这样才能够使得"才"尽其用,达到预期发展效果。
Using micro-level data from China Population Census and prefecture-level data, this paper analyses the impact of different types of talents on urban entrepreneurship. The robust empirical results show that talents have a heterogeneous effect on urban innovation and entrepreneurial activities: knowledge-based talents can significantly improve the level of urban innovation, while creative talents increase the possibility of urban residents’ entrepreneurship. Further research finds that talents in different fields such as management, science, culture and business play different roles in urban entrepreneurship. The policy suggestion of this paper is that the local government should dynamically adjust the target and scope of the talent introduction policy according to the development goals at different stages, so as to make the best use of talents and achieve the expected development achievements.
