社会资本理论视域下体育社团主体职能转变探骊被引量：5

摘要梳理体育社团主体之间的相互关系,建构主体之间相互认知与信任的社会关系网络,是统筹社会、行业与个人资源,引入社会资本发展体育事业的重要举措,是促进公共体育事业转型发展与体育产业发展升级的重要桥梁。体育社团主体作为其社会资本的拥有者,包括合作关系的主体与社团构成本身的主体。体育社团各主体之间的社会关系网络,表现为以政府部门与体育社团纵向层级式联系为主,与其它社会组织联系相对偏少的总体特征。国家与政府层面的主体职能从"全能型"走向宏观引导与合作协商,合作型社会组织的主体职能从被动接受走向主动合作与互动互助,社团构成的主体职能从过于依赖走向参与治理与规范自治,是体育社团主体职能转变的现实要求。转变观念、健全制度、优化结构,化被动为主动,由管理走向合作,从单一走向多元,是促进体育社团主体职能与关系转变的必由之路。 Clarifying the relationship between the subject of sports associations and constructing a social network of mutual recognition and trust among the subjects are important measure to co-ordinate social,industrial and personal resources and to introduce social capital to develop sports undertakings.It is also an important bridge to promote the transformation and development of public sports undertakings and sports industry.As the owner of social capital,the subject of sports associations includes the subject of cooperative relations and the subject of the organization itself.The social relationship network among the subject of sports associations is characterized by a single-line hierarchical relationship network dominated by government departments and sports associations,and relatively few contacts with other social organizations.The functions of the state and the government change from"all-round"to macroscopic guidance and cooperation and consultation,the functions of cooperative social organizations change from passive acceptance to active cooperation and mutual trust,and the functions of the organizations change from over-reliance to participation in governance and standardized autonomy,which is the reality requirement of the transformation of the functions of sports associations.It is the only way to promote the transformation of the main functions and relations of sports associations to change thinking,perfect system,optimize structure,turn passivity into initiative,change management into cooperation and change from single to pluralistic.
