Research on the Application of Big Data and Artificial Intelligence in Public Health Emergencies

摘要 在新冠肺炎疫情的应急响应过程中,系统化协同能力的不足给整个疫情的应对带来了很多问题。大数据和人工智能等数字技术的应用将从纵、横两个维度为我国公共卫生应急管理体系的能力提升提供立体化的支撑。纵向上,本文重点分析了传染病防治过程人流、物流、信息流三个关键要素中的数字技术应用和建设数据中台的思路;横向上,重点对公共卫生应急管理全过程中数字技术的应用场景进行了挖掘,分别按照应急管理事前、事中、事后的逻辑,从传染病预测、控制传染源、切断传播途径、保护易感人群、"疫"后恢复五个部分,梳理了大数据和人工智能技术的重点应用场景。最后对促进数字技术应用,提升我国公共卫生应急管理体系的协同能力提出了建议。 In the emergency response of COVID-19, the lack of systematic coordination brings many problems to the response of the outbreak. The application of digital technologies such as big data and artificial intelligence will provide strong supports for the capacity improvement of China’s public health emergency management system from vertical and horizontal dimensions. In this paper, the application of digital technology in the process of infectious disease prevention and treatment are analyzed from flow, logistics and information these three key element. Laterally, the application scenarios of digital technology in the whole process of public health emergency management were excavated. According to the logic of emergency management, the key application scenarios of big data and artificial intelligence were sorted out from the following five parts: prediction of infectious diseases, control of the source of infection, cutting off the transmission route, protection of vulnerable people and recovery after "epidemic". Finally, some suggestions are put forward to promote the application of digital technology and enhance the collaborative capability of China’s public health emergency management system.
