摘要
军队是参与处置突发事件的重要力量。经过多年的努力,我国军地协同应对突发事件的联合应急指挥机制已初步确立,并在"5·12"汶川特大地震、天津港"8·12"爆炸事故、新冠肺炎疫情防控和南方水灾的应对中发挥了重要作用。然而,我国突发事件军地联合应急指挥工作还有很多不足,尤其在法制保障、体系构建和机制建设等方面亟待优化,需要进行深入研究,只有做好军地应急指挥协调联动工作,才能充分发挥军队在突发事件应对中的主力军作用。
The army is an important force involved in dealing with emergencies.Thanks to years of efforts,China’s military-civilian joint emergency command mechanism for responding to emergencies has been initially established,and has played an important role in the prevention and control of COVID-19 and the response to floods in southern China,such as the Wenchuan earthquake and the 8.12 explosion in Tianjin Port.However,there are still many deficiencies in the joint military-civilian emergency command of emergencies in China,especially in the aspects of legal guarantee,system construction and mechanism construction,which need to be further studied.Only by doing a good job in the coordination and linkage of militarycivilian emergency command can the army fully play its role as the main force in responding to emergencies.
