摘要
文章通过中美军队参与国家应急管理对比分析,阐述我国目前军地联合处理突发公共卫生事件建设现状,结合此次新冠肺炎疫情揭露现存军地联合机制应对突发公共卫生事件中的问题,从法律保障、机制建设和指挥体系三方面提供对策和建议。
Through a comparative analysis of military participation of in national emergency management between China and the United States, this paper expounds the current construction status of the military-civilian joint response to public health emergencies in China, exposes the existing problems in the military-civilian joint mechanism to deal with public health emergencies in the light of COVID-19 outbreak, and provides countermeasures and suggestions from the aspects of legal guarantee, mechanism construction and command system.
