摘要
应急财政资金监督管理机制是应急财政管理机制的核心内容。本文在系统梳理应急财政资金的构成、使用与监管现状的基础上,总结了当前应急财政资金监管面临的多重矛盾张力,主要包括资金审批流程的复杂性与突发事件响应的效率性之间的张力、应急资金使用的动态变化与财政管理制度的稳定性之间的张力、资金来源的分散性与应急处突的协同性之间的张力、地方主责性与监管信息不对称性之间的张力,并提出建设以国家应急管理基金为体制、部门协同监管为机制、信息技术应用为手段、预算绩效评价为驱动力的应急财政资金监管优化路径。
The management mechanism of emergency fiscal funds is a core component of the broader emergency fiscal management system.This paper,based on a systematic review of the composition,utilization,and management of emergency fiscal funds,identifies multiple tensions inherent in the current regulatory framework for emergency fiscal funds.These tensions primarily include the complexity of fund approval processes versus the efficiency of responding to emergencies,the dynamic nature of emergency fund usage versus the stability of fiscal management systems,the decentralization of fund sources versus the coordination required for emergency responses,and the local primary responsibility versus the asymmetry of regulatory information.The paper proposes an optimization path for the regulation of emergency fiscal funds,centered on establishing a National Emergency Management Fund system,employing departmental collaborative supervision as a mechanism,leveraging information technology as a tool,and driving improvements through budget performance evaluation.
