摘要
对口援藏是我国实现西藏高质量发展的重要举措,从受援方的视角分析援藏政策、机制及资源配置成效很有必要。就受援方的积极作为而言,不仅可以从受援方服从全国“一盘棋”去理解,更值得从受援方的理性行动角度来分析。西藏地方作为对口援藏的受援方,扮演着重要的角色,这种角色不仅仅是被动地接受援助,而是积极发挥主观能动性与中央、援藏省市、中央企业等建立有效互动。西藏地方回应与对接了中央对口援藏的制度安排,从自治区政府层面到具体实施援藏项目的社区基层单位,将受援工作纳入其国民经济和社会发展的计划之中,相关工作也都被纳入各级党政机构的工作日程。同时,西藏地方的回应与对接行为,既包括对外争取中央更多政策资源和援助方更多援助资源的投入,也包括对内搞好接受援助的工作对接和推动援藏项目落地。受援方对中央对口援藏政策的回应与对接形成了一个现实的机制;反过来,这一机制又进一步促成西藏地方各层面与援藏省市、央企、中央机关的互动。受援方积极回应与对接中央对口支援政策,生动地说明对口支援西藏是一个将全国各地与西藏连接起来的媒介平台,这一平台展示了西藏与祖国的紧密联系,同时揭示出铸牢中华民族共同体意识这一民族工作的主线是如何以具体形式发挥其效用的。
The Partner Assistance to Xizang(PAT)is an important measure for China to realize the high quality development of the Xizang Autonomous Region(TAR).It is necessary to analyze the effectiveness of the assistance policy and mechanism and resource allocation from the perspective of the recipient.Regarding the positive actions of the recipient,it can not only be understood from the perspective of recipient’s abiding by the national arrangements,but also be analyzed from the perspective of rational actions of the recipient.Local TAR,as the recipient of assistance program,plays an important role.This role is not only to passively receive assistance,but also to actively exert its subjective initiative to establish effective interaction with the central government,other provinces and cities,as well as the central government-owned enterprises.Local governments in TAR have responded to and coordinated the institutional arrangements of the central government’s assistance to TAR.From the government level of the autonomous region to the community implementing the assistance project,the assistance work has been included in their national economic and social development plans,and relevant work has also been included in the work schedule of Party and government organizations at all levels.At the same time,the response and accept of local TAR not only includes more policy resources from the central government and more aid resources,but also includes the accept of receiving assistance and the implementation of assistance projects in local TAR.The recipient set up a realistic mechanism to respond to and accept the central assistance policy,while in turn,this mechanism further facilitates the interaction between local TAR on various levels with other provinces and municipalities,central government-owned enterprises and central authorities.Recipients actively respond and accept the central assistance policy,which demonstrates the assistance program already becomes an intermediate platform to connect the hinterland area with TAR,which indicates the close ties between TAR and the country.It also reveals how the main line of solidification of the Chinese national community sense of the national work plays its role in a concrete manner.
