摘要
中共中央在米脂杨家沟召开十二月会议后,习仲勋在子洲、绥德一带开展土改调查,所提出的老区土改不应彻底平分土地而应采取调剂抽补的办法为毛泽东所肯定,为丰富土地革命理论提供了实践材料。习仲勋在土改调查中既重视调查又重视研究的理念,采取的普遍调查与典型调查、蹲点调查相结合、调查中心工作与调查相关工作相结合的调查方法,对指导当代调查研究仍有现实意义。其调查研究成果已经成为学术界开展中共党史、中国近现代史、陕甘宁边区史研究的重要学术资料。
After the December Meeting of the Party Central Committee convened in Yangjiagou,Mizhi County,Xi Zhongxun conducted investigations on the land reform at Zizhou,Suide counties in Northern Shaanxi.He proposed that the land reform in the old liberated areas should adopt methods of adjustment and compensation instead of simply distributing the land equally,which was endorsed by Mao Zedong and enriched the theory of the Agrarian Revolution with practical experience.He attached importance to both inquiry and research in his investigation,combining general investigation with typical investigation and on-site investigation,and integrating investigating central work with related work,which still holds practical value in guiding our investigation and research today.The results of his investigation have become important academic materials for the study of the history of the Party,modern China,and the Shaanxi-Gansu-Ningxia Border Region.
