摘要
在陕甘宁边区老区土地改革中,一些利益受损的地主和旧富农通过传播“变天”谣言以图对抗土地改革,或者通过传播谣言扰乱社会秩序。在解放区与国统区边界地区,农民因担心“变天”而产生恐慌情绪,使土地改革和农民动员受到一定影响,农民生产积极性受到打击。中共中央及佳县等老区基层组织采取多种措施应对“变天”谣言:及时完善政策法规,消解谣言生成的社会环境;加强政策宣传教育,构建消灭谣言的舆论环境;积极主动澄清事实,揭破谣言不实内容;刚柔并济,遏制谣言传播的主观环境。
During the Land Reform,certain landlords and formerly rich peasants in the old revolutionary areas of the Shaanxi-Gansu-Ningxia Border Region who had suffered losses spread rumors that the Kuomintang government would“come back to power”,in an attempt to resist the reform or disturb the social order,which created a panic amid the peasants on the border region between the liberated areas and Kuomintang-controlled areas,which,in turn hampered the land reform and mobilization of the peasants,and dampened their enthusiasm for production.The CPC Central Committee and the primary-level Party organizations in the revolutionary areas,including the ones in Jiaxian County took measures in response to the rumors.Firstly,they timely adopted policies and regulations to diffuse the social environment conducive to rumor-mongering.Secondly,they made efforts to publicize and communicate the policies to create a public opinion environment negative to rumor-mongering.And thirdly,they took the initiative to clarify the facts and expose the falsehoods of the rumors,adopting firm and flexible measures to curb the environment for rumor-mongering.
