摘要
乡村人才振兴是实现乡村振兴的基础,培育新型职业农民是乡村人才振兴的重点,而持续、足额的财政经费投入是确保新型职业农民培育质量的关键,为此,急需完善新型职业农民培育的财政投入保障机制。我国相关法律法规、政策文件明确了新型职业农民培育的财政投入要求,农业现代化进程中新型职业农民的发展愿望和发展水平强化了新型职业农民财政投入的现实需求。基于这一背景,参考和借鉴国外经验,我国新型职业农民培育财政投入的主要方向是提高新型职业农民培育的基础条件水平,培育适应我国农业国际化的现代农业人才,建立健全新型职业农民培育的激励机制;我国新型职业农民培育财政投入保障机制构建路径是建立和完善新型职业农民培育财政投入法规体系,建立和完善新型职业农民培育公共财政保障制度,建立和完善多渠道新型职业农民培育经费筹措机制。
The revitalization of rural talents is the basis for realizing rural revitalization.Cultivating new professional farmers is the focus of rural revitalization.Sustained and sufficient financial investment is the key to ensure the quality of cultivating new professional farmers.For this reason,there is an urgent need to improve the financial investment guarantee mechanism of cultivating new professional farmers.Relevant laws,regulations and policy documents in China have clarified the financial investment requirements for the cultivation of new professional farmers.The development aspirations and development levels of new professional farmers in the process of agricultural modernization have strengthened the practical needs for financial investment for new professional farmers.Based on this background,and with reference to foreign experience,the main direction of financial investment in the cultivation of new professional farmers in China is to improve the basic conditions for the cultivation of new professional farmers,cultivate modern agricultural talents adapted to the internationalization of China’s agriculture,and establish and improve the incentive mechanism for the cultivation of new professional farmers;the paths to build the financial investment guarantee mechanism for the cultivation of new professional farmers in China is to establish and improve the financial investment regulatory system for the cultivation of new professional farmers,establish and improve the public financial guarantee system for the cultivation of new professional farmers,and establish and improve the multi-channel financing mechanism for the cultivation of new professional farmers.
