A new proportional navigation(PN) guidance law,called combined proportional navigation(CPN),is proposed.The guidance law is designed to intercept high-speed targets,which is a common case for ballistic targets.The range of target-to-interceptor speed ratio during target interception is derived when guidance laws are applied in high-speed targets interception,and the effectiveness of negative navigation ratio in the PN-based guidance law is proven analytically in some lemmas.Based on the lemmas,the lateral acceleration command of CPN is defined,and the solution to the appearance of singularity in time-varying navigation ratio is given.The simulation results show that CPN can determine headon engagement(as PN) or tail-chase engagement(as RPN) through initial path angle compared with PN and retro proportional navigation(RPN),and can adjust the value of navigation ratio for head-on engagement or tail-chase engagement.Therefore,the capture region of CPN is larger than that of other guidance laws using PN-based methods. 展开更多

It is a non-parametric model and thus has path- free and distribution-free properties, avoiding the errors caused by faulty assumptions of degradation paths or distribution of degra- dation measurements. It is established based on a link function which combines the degradation cumulative hazard rate function and the degradation odds function through a transformation pa- rameter, and this makes the accelerated proportional degradation hazards model and the accelerated proportional degradation odds model special cases of it. Hypothesis tests are discussed, and the proposed model is applicable when some model assumptions are satisfied. This model is utilized to estimate the reliability of minia- ture bulbs under low stress levels based on the degradation data obtained under high stress levels to validate the effectiveness of this model. 展开更多

As the central component of rotating machine,the performance reliability assessment and remaining useful lifetime prediction of bearing are of crucial importance in condition-based maintenance to reduce the maintenance cost and improve the reliability.A prognostic algorithm to assess the reliability and forecast the remaining useful lifetime(RUL) of bearings was proposed,consisting of three phases.Online vibration and temperature signals of bearings in normal state were measured during the manufacturing process and the most useful time-dependent features of vibration signals were extracted based on correlation analysis(feature selection step).Time series analysis based on neural network,as an identification model,was used to predict the features of bearing vibration signals at any horizons(feature prediction step).Furthermore,according to the features,degradation factor was defined.The proportional hazard model was generated to estimate the survival function and forecast the RUL of the bearing(RUL prediction step).The positive results show that the plausibility and effectiveness of the proposed approach can facilitate bearing reliability estimation and RUL prediction. 展开更多

According to the infrared guidance ammunition(GA)attacking non-maneuvering targets on the ground or sea level,an improved bias proportional navigation(IBPN) is put forward,which can meet the constraints of the impact angle and the angle of attack(AOA). The motion equations and the collision triangle for the GA and the target are established in the two-dimensional plane. In accordance with the collision triangle, the integral value of the bias term is solved and BPN is designed on the basis of the relative velocity. To ensure the new method can be solved, closedloop equation of the IBPN is deduced. Considering the limitation of the AOA and the seeker angle, a four-phase IBPN is improved by setting different phases of the bias term. At the same time, the guidance law will make the impact angle achieve the desired angle and the normal acceleration also converges to zero. The simulation results show that the improved guidance law can be applied to various flight tasks and has great potential for engineering applications. 展开更多

For the investigation of mechanical properties of the bimrocks with high rock block proportion,a series of laboratory experiments,including resonance frequency and uniaxial compressive tests,are conducted on the 64 fabricated bimrocks specimens.The results demonstrate that dynamic elastic modulus is strongly correlated with the uniaxial compressive strength,elastic modulus and block proportions of the bimrocks.In addition,the density of the bimrocks has a good correlation with the mechanical properties of cases with varying block proportions.Thus,three crucial indices(including matrix strength)are used as basic input parameters for the prediction of the mechanical properties of the bimrocks.Other than adopting the traditional simple regression and multi-regression analyses,a new prediction model based on the optimized general regression neural network(GRNN)algorithm is proposed.Note that,the performance of the multi-regression prediction model is better than that of the simple regression model,owing to the consideration of various influencing factors.However,the comparison between model predictions indicates that the optimized GRNN model performs better than the multi-regression model does.Model validation and verification based on fabricated data and experimental data from the literature are performed to verify the predictability and applicability of the proposed optimized GRNN model. 展开更多

The defined equivalent test plan is the test plan that has the same value of the determinant of Fisher information matrix. The equivalent test plan of step stress accelerated life testing (SSALT) to a baseline optimum constant stress accelerated life testing (CSALT) plan is obtained by adjusting the censoring time of SSALT and solving the optimization problem for each case to achieve the same value of the determinant of Fisher information matrix as in the baseline optimum CSALT plan. Numer- ical examples are given finally which demonstrate the equivalent SSALT plan to the baseline optimum CSALT plan reduces almost half of the test time while achieving approximately the same estimation errors of model parameters. 展开更多

By taking the suitable combining form of the forecasting models and seeking the optimal parameter, the optimal combining form can be obtained and the forecasting accuracy can be improved. 人形机器人的技术突破与场景拓展,引发了诸多现实困境。法律监管需回应劳动者权益与经济效率、个人隐私与数据利用、公共安全与技术创新等多元利益冲突问题。为此,需将利益衡量理论引入人形机器人监管,并以比例原则为主要权衡手段,为人... 人形机器人的技术突破与场景拓展,引发了诸多现实困境。法律监管需回应劳动者权益与经济效率、个人隐私与数据利用、公共安全与技术创新等多元利益冲突问题。为此,需将利益衡量理论引入人形机器人监管,并以比例原则为主要权衡手段,为人形机器人规模化应用提供分级分类的法律监管路径。首先,需运用目的正当性原则限定人形机器人应用场景,将道德实践的价值融入法律规范,保障相关场景必须契合科技向善的价值目标以及服务于人类社会的目的;其次,应当依据适当性原则评估人形机器人在特定领域普及的有效性,确保其规模化应用能实质促进目标领域发展;再次,依据必要性原则筛选最小干预路径,防范拟人化技术消解主体性认知;最后,还要借助狭义比例原则进行整体审视,构建安全阈值与创新空间的弹性区间,实现产业发展与社会风险的可控协调。未来应完善人形机器人风险评估体系,制定《人形机器人发展促进法》,在技术理性与价值理性的张力中构建法律监管框架,实践科技向善的法治愿景。 展开更多

集体法益刑法保护的正当化初论

对集体法益进行刑法保护是国家制度与社会秩序良性运转的重要保障,具有不可或缺性。不过,基于当前管控、抗制社会风险和治理各类新型犯罪的需求,在集体法益的刑法保护领域,大量增设抽象危险犯成为了集体法益侵害行为入罪化的主要方式,... 对集体法益进行刑法保护是国家制度与社会秩序良性运转的重要保障,具有不可或缺性。不过,基于当前管控、抗制社会风险和治理各类新型犯罪的需求,在集体法益的刑法保护领域,大量增设抽象危险犯成为了集体法益侵害行为入罪化的主要方式,以至于出现了刑法规制的前置化、工具化、象征化、过度化与重刑化等情状,使得法益原有的刑事立法批判机能抑或刑法规制限缩机能受损。法益位阶的差异决定了法益保护位阶的不同,在合宪性架构内,集体法益的刑法保护不得与个人法益的刑法保护相冲突抑或抵触,两者具有关联性和同质性,需要保持相互之间的协同。基于此,应依据人权保障理念、法益保护原则、比例原则以及国家的基本权利保护义务证成集体法益刑法保护的正当化,并借由其基本构造中的三重属性合理限缩集体法益的刑法保护范畴,以有效规避和消除刑事立法不当扩张的危害,全面推动集体法益刑法保护的合宪性调控,从而有效实现刑法的法益保护机能与自由保障机能的融通。 展开更多

结果加重犯因为法定刑过重而成为各国刑法中结果责任的残余,又是我国刑法中死刑适用最多的犯罪类型,所以应严格限制结果加重犯的罪名范围与适用。不能认为仅有危险故意即使对死伤结果持过失的也能成立放火罪的结果加重犯。加重结果必须... 结果加重犯因为法定刑过重而成为各国刑法中结果责任的残余,又是我国刑法中死刑适用最多的犯罪类型,所以应严格限制结果加重犯的罪名范围与适用。不能认为仅有危险故意即使对死伤结果持过失的也能成立放火罪的结果加重犯。加重结果必须是基本行为本身所蕴含的发生加重结果的特别危险的现实化。加重结果的被害人必须限定为基本犯的被害人。加重结果必须是基本犯结果以外的性质不同的更重的结果。考虑到中国的国情,在满足一定条件的情况下,可以承认对被害人自杀结果的缓和的结果归属。加重犯的量刑应以不超过故意的基本犯与加重结果的故意或过失犯的法定刑之和为原则。抢夺数额较大同时致人重伤的,至多判处6年有期徒刑。抢劫过失致人重伤的,至多判处13年有期徒刑。不能认为加重罪状中的任何情形都可以适用加重刑中的任何刑罚。抢劫罪的加重犯中只有抢劫杀人的才能判处死刑。只有故意致人死亡的结果加重犯才能判处死刑立即执行。不能认为配有死刑的加重犯就必须判处死刑立即执行。故意伤害致死的至多判处死缓和死缓限制减刑,不得判处死刑立即执行。 展开更多

Aiming at the missile avoidance problem of the unmanned aerial vehicle(UAV)in complex obstacle environments,this work proposes a collision-avoidance method based on receding horizon optimization.The proposed method generated a specific trajectory for the UAV to effectively induce the proportional navigation missile to successfully intercept the obstacle,thereby accomplishing the evasive maneuver.The evasive maneuver was divided into two distinct stages,namely the collision-inducing phase and the fast departure phase.The obstacle potential field-based target selection algorithm was employed to identify the most appropriate target obstacle,while the induced trajectory was determined through a combination of receding horizon optimization and the hp-adaptive pseudo-spectral method.Simulation experiments were carried out under three different types of obstacle environments and one multiobstacle environment,and the simulation results show that the method proposed in this paper greatly improves the success rate of UAV evasive maneuvers,proving the effectiveness of this method. 展开更多

针对超奈奎斯特水声通信中的符号间干扰问题,本文提出基于数据重用改进比例递归最小二乘的稀疏自适应自迭代均衡算法,在软均衡器自迭代中更新均衡器系数和后验软判决符号,并根据超奈奎斯特信号加速因子调整算法稀疏度,在正交相移键控和... 针对超奈奎斯特水声通信中的符号间干扰问题,本文提出基于数据重用改进比例递归最小二乘的稀疏自适应自迭代均衡算法,在软均衡器自迭代中更新均衡器系数和后验软判决符号,并根据超奈奎斯特信号加速因子调整算法稀疏度,在正交相移键控和八相移键控调制下给出稀疏度因子和加速因子的拟合关系。仿真和试验证明:该算法具有更优的均衡性能和收敛速度,在距离为10 km的浅海水平通信海试中,实现了频谱效率为2.14 bits/(s·Hz)的超奈奎斯特信号无错误译码传输。 展开更多

应急响应的成功之道:相称性与应急议程设置

寻找应急响应的成功之道一直以来都是应急管理研究的核心议题之一。然而现有的研究却过于关注响应失灵问题,疏于研究应急响应成功,不仅缺少关于成功的定义,也缺少对成功机制的探讨。当然,成功很难研究,因为在政策领域界定成功往往会面... 寻找应急响应的成功之道一直以来都是应急管理研究的核心议题之一。然而现有的研究却过于关注响应失灵问题,疏于研究应急响应成功,不仅缺少关于成功的定义,也缺少对成功机制的探讨。当然,成功很难研究,因为在政策领域界定成功往往会面临理论上的分歧和立场上的对立。为了解决这个问题,有必要从元理论层面出发,将相称性视为应急响应成功的标准,并结合中国应急管理的制度语境,建构一个关于判断应急响应成功与否的分析框架。根据这个框架,应急响应成功的关键就在于,当突发事件将要或正在发生时,政府要能够在正确的时间做正确的事情。这意味着应急议程设置成为决定应急响应能否取得成功的关键环节:如果特定层级的政府及其部门能在事发时,有效地设置应急议程,实现问题与方案的即时耦合,那么突发事件将会得到成功处理。因此,那些推动问题与方案耦合的政策机制就成为应急响应成功的核心机制。 展开更多
