协同治理理论视角下地方政府政策执行机制优化研究

Study on the Enhancement of Local Government Policy Implementation Mechanisms from the Perspective of Collaborative Governance Theory

摘要 在治理现代化的进程中,地方政府政策执行能力不仅是确保政策精准落地、实现政策目标的关键所在,更是推动地方经济社会发展、提升民众生活质量的重要保障。然而,当前政策执行中存在着结构碎片化、执行效能不足等突出问题,这阻碍了政策的有效执行,亟待采取有效措施予以解决。本文以治理理论为视角,结合SFIC模型(协同治理模型),构建地方政府政策执行能力的分析路径。本研究发现,结构层级冗余与权责模糊、避责现象与公共精神弱化、政策转化工具僵化、多元主体协同失效,是制约执行能力的核心症结。根据总结出的问题,本次研究提出韧性执行网络构建、公共价值导向培育、动态调适机制完善、政社互动平台搭建等四维提升路径,并通过各地方政府政策执行案例验证路径的实践效能。研究证明,SFIC模型能够系统性诊断政策执行梗阻,四维度协同发力可为地方政府治理能力现代化提供理论工具与实践参考。 In the process of modernizing governance, the ability of local governments to implement policies is not only key to ensuring that policies are implemented accurately and achieve their goals, but also an important guarantee for promoting local economic and social development and improving people’s quality of life. However, the current policy implementation is plagued by the problems of structural fragmentation and lack of implementation efficiency, which hinder the effective implementation of policies and require effective measures to be taken. This paper takes the perspective of governance theory and combines the SFIC model (synergistic governance model) to construct an analytical path for the policy implementation capacity of local governments. This study finds that the redundancy of structural layers and the blurring of authority and responsibility, the phenomenon of responsibility avoidance, the weakening of public spirit, the rigidity of policy transformation tools, and the failure of synergy among multiple actors are the core constraints on implementation capacity. Based on the problems summarized, this study proposes a four-dimensional improvement path: building a resilient implementation network, fostering public value orientation, improving dynamic adjustment mechanisms, and building a platform for government-society interaction, and verifies the effectiveness of the path through local government policy implementation cases. The study proves that the SFIC model can systematically diagnose policy implementation obstacles, and the synergistic effect of the four dimensions can provide theoretical tools and practical references for the modernization of local governments’ governance capacity.
