摘要
乡镇(街道)社工站的全面推行,使得专业社会工作在民众间的服务属性进一步融入日常生活之中。乡镇(街道)社工站作为新时期基层社会治理的载体与平台,以双百模式、禾计划模式、基层行政主导模式、混合模式等经验模式来看,已经取得了一定成效。然而,社工站建设并非一个孤立的个体,而是一个多方联动,共同缔造的系统性工程。文章通过对已有社工站建设情况的调研研究分析,发现其存在定位不明确、专业社会工作行政化倾向严重、社会工作者人员配置不足、资金供给缺乏可持续性以及监督体系结构不完善等问题。文章以现有乡镇(街道)社工站的本土化需求为研究背景,以基层服务实际需求和社工站的自身发展为依托,提出倡导政府保障社工站定位、吸纳资金投入丰富工作内容、完善监督管理体系加强专业督导、明确百姓需求,有的放矢。坚持以社工站为桥梁与纽带,不断发挥专业优势,打造多元治理新格局,打通兜底民生保障政策实践的“最后一米”。
The comprehensive implementation of township (street) social work stations makes the service attribute of professional social work further integrated into daily life. As the carrier and platform of grassroots social governance in the new era, township (street) social work stations have achieved some results from the perspective of empirical modes, such as double hundred mode, grass-roots administrative leading mode, mixed mode and mixed mode. However, the construction of the social work station is not an isolated individual, but a systematic project jointly created by the multi-party linkage. Through the research and analysis of the construction of the existing social work stations, this paper finds that there are some problems such as unclear positioning, serious administration of professional social work, insufficient allocation of social workers, lack of sustainability of fund supply and imperfect supervision system structure. This paper to the existing villages and towns (street) social work station localization needs of the research background, to the basic service needs and social work station own development, advocating the government security social work station positioning, absorbing money into rich work content, improve the supervision and management system to strengthen professional supervision, clear the people demand, targeted. We will adhere to the social work station as the bridge and link, give full play to our professional advantages, create a new pattern of diversified governance, and achieve the “last meter” of policies to ensure people’s livelihood.
