摘要
                
                    政府卖方垄断和开发企业买方竞争是我国城市土地出让市场的基本特征。我国城市土地归国家所有 ,政府代表国家对城市土地一级市场实行垄断经营。作为城市土地的唯一供给者 ,政府不仅控制着土地的供给量 ,而且是依据自身的目标函数选择具体的出让方式 ,同时在土地的使用期限、具体用途等方面也有严格的限定。但是 ,在既定的制度约束下 ,相关房地产开发企业也会采取相应的对策 ,以追求自身利益的最大化。这无疑又对我们的机制设计提出了更高的要求。
                
                China's city land lease market features on governmental monoply (as seller) and enterprise compectition (as buyers).In China the public ownership of land makes the government monoplize city land market.As the only offerer,the government control the area of land being leased.Furthermore it decides the ways of lease according to its own objective function and also makes strict regulations of land lease in terms of time limit and purpose.Under such supervision,real estate enterprises need take the correspounding measures in order to seek the maximum profit.This raises the higher requirement for the mechanism concerned.
