摘要
研究目的运用产权经济学分析解决中国土地征用中的政府制度性寻租问题。研究方法实证分析法、因果分析法、文献资料法。研究结果政府介入经济关系的强制性破坏土地市场经济关系,政府制度性租金相对值约为17倍。研究结论政府应该利用竞争机制消散制度性租金,以优化土地资源配置和社会福利分配。
The paper aims to examine and solve problem of institutional rent-seeking by governments in land requisition in China. Economic analysis of property rights is employed. The results indicate that the power of governments to intervene into economic relationship compulsorily distort economic relationships in land market, and the relative value of governmental institutional rent is up to 17 times as much as nominal. The paper concluded that the government should introduce competitions into land requisition system to optimize allocation of land resources and improve social welfare.
