摘要
在对成都、沈阳、上海三城市部分社区卫生服务机构进行定性与定量调查分析的基础上,结合相关的文献资料,利用情景分析的方法,识别了影响目前社区卫生服务发展的9个关键事件:建立与完善培训体系、建立筹资与补偿体系、服务功能的界定、政策稳定性与落实程度、管理体制的建立、管理信息系统建立与运转、内部运作机制的完善、建立有序的竞争机制及与社区多部门协调和支持机制的建立。构筑了未来发展的3种情景:乐观情景、无突变情景和悲观情景,为进一步制订社区卫生服务可持续发展策略提供了依据。
On the basis of qualitative and quantitative surveys of some institutions providing community health service in the three cities of Chengdu, Shenyang and Shanghai and in light of some relevant data and literature, the paper, using the method of scenario analysis, identifies 9 key events that affect the current development of community health service. These include: establishment and perfection of a training system, establishment of a fundraising and compensation system, definition of serviee functions, stability and implementation of polieies, establishment of a management system, establishment and operation of a management information system, perfection of the internal operating mechanism, establishment of an orderly competition mechanism, and establishment of a meehanism of coordination with and support from various community sections. The paper also constructs 3 scenarios of future development, viz. scenarios of optimism, no sudden change and pessimism, thus providing basis for formulating further strategies of sustainable community health service development.
