摘要
从森林生态效益的内涵入手,分析了森林分类经营管理、公益林的公共产品性、林业跨越式发展以及森林法的要求,以及建立生态效益补偿机制的必要性。指出我国森林生态效益补偿目前存在公益林没有现地区划、补偿资金来源渠道单一、制定补偿标准的依据单一等问题。并有针对性的提出了相关对策,包括做好现地区划工作、拓宽补偿资金筹集渠道、完善补偿标准的制定、严格管理使用资金、在国内实行碳排放权交易的市场化融资。
Starting with the connotation of forest ecological benefit, forest classified management,public property of pubtic forest, the comprehensive development of the forestry, the forestry, the requirements of the forest law and the necessity to build up a compensation mechanism of ecological benefit are discussed. Meanwhile, some problems including the non-division of the forests the lack of the channels to raise compensation capital and the shortage of basis to make the compensation standard have been pointed out. It is thonght that comtermeasures shoued be:divede the forest, broaden the fund raising channel, improve the compensation standard system, control the use of the capital and carry out the carbon-discharging trade.
