摘要
跨界民族与跨境民族的根本区别不在于"是否跨界",而在于主动和被动的区别,跨界民族是被国家主权政治分割的产物,而跨境民族是民族主动跨境即移民的结果。有人把民族理解为政治实体,有人理解为文化实体。跨界民族必然否认跨界民族的成立而用跨界人民来代替跨界民族,跨境民族则证实跨界民族的成立。一般来讲,跨界民族问题远比跨境民族问题要严重得多,但不排除特殊例外,如"9·11"事件。"9·11"事件是跨境民族问题而不是跨界民族问题。引发跨境民族问题的主要条件是跨境民族与所在国的文明的不兼容或不相容。
The difference between trans-border nationalities and trans-territory ones does not lie in the fact whether it is cross borders, but in that one is active, the other passive. Trans-border nationalities form because a country's sovereignty is infringed, and trans-territory ones come into being because of immigration. Generally speaking, trans-border issues are more serious than trans-territory ones. However, there are exceptions, such as the incident of Sept.11, which is a trans-territory issue rather than a trans-border one. The reason for trans-territory issues is the trans-territory nationality's incompatibility with the country where they are.
