摘要
对发展中国家来说,经济发展应该包括公平、效率与发展3个主题,而不是发达国家的公平与效率两个主题。中国的经济发展战略在3个主题框架下,经历了3次比较大的转变,以发展和公平为主题的西部大开发战略是新时期中国经济发展战略的必然选择。
For the developing countries, the economic development, which should include three subjects of the equity, efficiency and development, doesn't deal with only two subjects of the equity and efficiency like developed countries. Under the three subjects, the economic developing strategy undergoes three bigger transformations. The western development, the subject of which is the development and equity, is the necessary selection of Chinese economic developing strategy in the new stage.
