摘要
随着医改的深入推进,分级诊疗已成为中国基本医改制度中排名第一位的制度安排。本文以广州市为案例,以利益相关者分析为视角,研究分级诊疗制度的实施现状。根据问卷调查及非结构性访谈的结果,对分级诊疗制度主要利益相关者的特征、利益诉求以及他们所采取行为背后的动因考量进行了归纳。其后从利益相关者的视角出发,对各方在制度实施当中的冲突、博弈关系进行了分析,指出造成当前广州市分级诊疗制度实施难的原因,并提出了对策建议。
With the further advancement of the medical reform,the grading diagnosis and treatment system has been ranked first in the institutional arrangements in China’s basic medical reform system.Taking Guangzhou as an example,this paper studies the status quo of the grading diagnosis and treatment system from the perspective of stakeholder’s analysis.According to the results of questionnaires survey and non-structural interviews,the characteristics,interests and motivations of the main stakeholders in the grading and diagnosis system are summarized.Then,from the perspective of stakeholders,this paper analyzes the conflict and game relationship between the participants during the system implementation,points out the reasons whythe grading diagnosis and treatment system in Guangzhou is currently difficult to implement,and puts forward some countermeasures and suggestions.
