摘要
控制医疗费用不合理增长是各国政府的重要目标之一。美国通过实行预付制付费方式、引入健康维护组织等方式控制医疗费用,取得了一定的控费效果。当前我国医疗费用上涨较快,医保基金支付压力较大,美国控制医疗费用的经验有一定借鉴意义。即深化医保支付方式改革,全面实施DRGs、DIP付费方式;发展管理型医疗保险,充分发挥保险部门的控费作用;重视私营医疗保健组织的发展,激发“市场”在医疗费用控制中的作用。
Controlling unreasonable growth in medical expense is one of governments′important goals.The United States implements prepaid payment method and introduces health maintenance organizations to control medical expenses,which has achieved certain effect.At present,China′s medical expense is rising rapidly,and the payment pressure of medical insurance funds is relatively high.Therefore,the experience of controlling medical expenses in the United States can be used as reference for the practice in China.The inspiration includes the following measures:deepening the reform of medical insurance payment methods,fully implementing the payment method of DRGs and DIP,developing management type medical insurance and giving insurance division full play to its cost-control effect,focusing on the development of private health care organizations and stimulating market role in controlling medical expenses.
