摘要
落实双向转诊制度以来,收到一些效果,但也仍存在一定问题。首先对双向转诊实施过程中存在的"自愿"和"强制首诊"、专科思维和全科医学、拉大医疗保险报销差距和实际价格差额的可承受性、医生强制调动和医务人员积极性之间矛盾进行分析,再从综合医院角度、社区医院角度和相关其他配套措施角度探讨原因,从设施宣传、人才教育、转诊体系等三方面提出相应建议和实施对策,为双向转诊进一步施行出谋划策。
There are some effectiveness and problems after implementing dual referral.Contradictions such as voluntary and constrain,specialist and general medicine,widening the gap between Medicare reimbursement and the actual price difference of affordability,forced to mobilize doctors and medical staff motivation were analyzed.From the perspective of general hospital,community health services and the perspective of supporting measures,the causes were discussed.Suggestions in aspects of communication,training and education and dual referral system were presented to give reference for completing dual referral system.
