摘要
本文在对山西、新疆等地煤层气产业进行实地调研的基础上,首先系统分析了我国煤层气资源、储量条件和勘查开发现状,指出我国煤层气开发总体处于早期阶段;其次,梳理出了制约产业发展存在四个方面的问题:即煤层气资源有效动用难度大、多数企业效益差、投资积极性不高和采气采煤和谐发展等管理机制尚需进一步理顺;最后,结合国家制定的煤层气"十三五"发展规划目标,提出了加大勘查投入、设立新的开发试验区、加大科技攻关力度、创新管理机制等针对性的产业发展建议。
This paper is based on field investigation of CBM industry in Shanxi and Xinjiang,First of all,the coalbed methane resources,reserves and exploration and development status are analyzed systematically,and it is pointed out that the development of CBM in China is in the early stage.Secondly,it sorts out four problems that restricts the development of industry,that is,the effective use of coalbed methane resources is very difficult,Most enterprises have poor benefits,investment enthusiasm is not high,and gas extraction,coal mining,harmonious development and other management mechanisms need to be further straightened out.Finally,combined with the coalbed gas"formulated by the state in the 13 th FiveYear"development planning objectives,some suggestions are put forward to increase the exploration investment,set up a new development pilot area,strenghthen the efforts to tackle key problems in science and technology,innovative management mechanism and other specific industry developmental suggestions.
