摘要
中国—东盟关系在过去25年里取得了重大成就,但近几年却遇到了一些波折,一些东盟国家开始怀疑中国的东盟战略,也有人指责中国分化东盟。本文从解析中国的大战略入手,分析了东盟在中国大战略中的重要地位:中国的战略是实现中华民族的复兴,这需要与国际社会广泛而深入的合作,东盟是中国特殊的重要合作伙伴。但必须承认,中国与东盟目前还面临着信任不足等问题,为此要在加强经济合作的基础上,采取有效措施深化双边政治互信,尤其要妥善处理好南海问题这类争端,维护双边关系大局。具体来说,双方要做到坦诚相待,寻求利益契合点。
The past 25 years have seen great achievements made in ChinaASEAN relations.However,the relationship between China and ASEAN has suffered some setbacks in recent years,as several ASEAN countries begin to doubt China’s ASEAN policy and some accuse China of dividing ASEAN.This paper starts with the interpretation of China’s grand strategy,and then gives an analysis of ASEAN’s crucial position in China’s grand strategy.China’s strategy is to achieve the rejuvenation of the Chinese nation,which requires extensive and deep cooperation with international community.ASEAN is China’s special and important partner,but it is necessary to acknowledge the problem of mutual trust between China and ASEAN.Therefore,while China and ASEAN strengthen their economic cooperation,the two sides also need to adopt effective measures to deepen mutual political trust,especially to properly deal with the disputes like the South China Sea issue,so that the bilateral relationship can be well maintained.Specifically,China and ASEAN need to frankly express perspectives to each other,define the common goals and share agendas.
