摘要
文章通过调查问卷对全国52个试点县区进行调研,运用文献资料法、问卷调查法、数理统计法、专家访谈法等对试点县区的经费投入、队伍数量、竞赛情况、场地设施、训练情况等进行研究。发现的问题主要有:管理机构设置不健全,规章制度有待完善;教育和体育部门未达成高度共识,职责分工、相互关系有待协调;经费不足、师资薄弱、场地设施落后;评估体系和政策保障存在机制性、结构性问题;竞赛体系、注册管理系统不健全。在此基础上提出如下建议:增强校园足球活动组织保障,完善规章制度;建立资金投入稳步增长机制,加快资源有效配置;探索多元化足球后备人才培养体系;创新完善校园足球竞赛体系;加强宣传,促进校园足球文化建设。
By using the methods of literature,questionnaire,mathematical statistics and expert interview,this paper studies football development in 52 adolescent schools in China.It covers the funds input,the number of teams,the competition situation,the venues and facilities,and the training situation of the layout cities.The main problems,consisting of five aspects,are as follows:institutional setup is not perfect;rules and regulations need to be improved;education and sports departments have not reached a high degree of consensus;division of responsibilities and mutual relations need to be coordinated;inadequate funding;weak teachers;backward venues and facilities;evaluation system and policy support mechanism,structural problems;competition system,registration management system is not perfect.It also proposes to strengthen the organizational guarantee of campus football activities and improve rules and regulations;establishing a mechanism for steady growth of capital input and speeding up the effective allocation of resources;Exploring the Diversified Football Reserve Talents Training System;Innovation and Improvement of Campus Football Competition System;Strengthening propaganda and promote the construction of campus football culture.
