摘要
气候变化已成为全球关注的首要议题之一,为应对气候变化,我国积极运用市场机制控制温室气体排放,并从2011年起,持续推动碳排放权交易试点建设。结合实际,对碳市场履约管理工作进行了清晰界定,对我国试点地区履约管理的相关制度、经验、教训开展研究,同时借鉴国外碳市场相关经验,提出了全国碳市场履约管理的相关建议。
Climate change has become one of the top issues of global concern.In order to cope with climate change,China has actively used the market mechanism to control greenhouse gas emissions and continuously promoted the pilot construction of carbon emission trading since 2011.Combining with the actual situation,this paper clearly defines the carbon market implementation management,studies the relevant systems,experience and lessons of the implementation management in China’s pilot areas,and meanwhile draws on the relevant experience of foreign carbon markets,puts forward relevant suggestions for the national carbon market implementation management.
