摘要
美国校园欺凌的研究起步早,截止到2015年,美国50个州都制定了反校园欺凌法,各州对校园欺凌基本采取零容忍态度,严厉惩罚。美国还针对自己的传统教育,兴起了"关怀教育"和确定学校核心价值观活动,以纠正教育偏差,融化学生欺凌他人的恶念。美国虽然取得了一定的校园欺凌治理成效,但也面临着惩罚过重的问题。我国的校园欺凌研究和治理起步较晚,还存在校园欺凌治理的制度缺陷,惩戒措施缺乏;留守儿童和离婚率升高,都在一定程度上造成了家庭教育的欠缺,使更多学生卷入校园欺凌。我国在完善校园欺凌惩戒制度的同时,也应当注意发挥教育在校园欺凌防治中的作用。
The U.S.studies school bullying earlier.Anti-bullying laws have been enacted in all 50 states of the U.S.by 2015.Bullying is not tolerated in every state in U.S.and the punishment was severe there.For its own tradition education,care education is emerging and they also carried out the school’s core values campaign in the United States.They did this to correct the education bias and to melt the students’sense of bullying.The United States has achieved some success in dealing with school bullying and also has problems with excessive penalties.The study of school bullying in China started relatively late.The Chinese mainland also has institutional deficiencies in school bullying governance,such as lack of disciplinary action.More and more children are missing family because of the phenomenon of“left-behind children”and the rising divorce rate.And more and more children in China are involved in school bullying.China should not only improve the school bullying punishment system,but also play the role of education to prevent school bullying.
