The deepening of management system reform is both the prerequisite and condition for the healthy development of vocational education under new circumstances. In this connection, it is the focal point of the management system reform to reinforce the unified management of vocational education at the municipal level. The unified management at the municipal levels is based on the service objectives of local vocational education and the special orientation of the municipal authorities' administrative function. Since the reform of the management system of vocational education at the municipal level is aimed at developing the local advantage and consolidating the reserve of human resouce, the strengthening of municipal government's macro level control over and comprehensive coordination of vocational education development is the main direction thereof.
