摘要
反腐败国际追逃追赃是我国反腐败斗争的重要组成部分。当前,我国反腐败国际追逃追赃工作成效显著、成绩突出,国际追逃追赃的基础好、潜力足且拓展空间广阔,面临难得的有利机遇,但也存在成功追逃追赃难度越来越大、追逃防逃监管对象数量大幅增加、相关法律制度实施效果不佳、追逃过度依赖劝返和国际警务合作等方式、国际条约利用率低、国际追逃追赃能力建设不足等问题。在我国反腐败国际追逃追赃进入深水区和攻坚期的新形势下,要破解反腐败国际追逃追赃难题,实现反腐败国际追逃追赃工作提质增效,应着力从四个方面努力:一是国内协调整合机制完善与国际合作长效机制构建双管齐下;二是理念、制度、能力、队伍建设同时发力;三是追逃、追赃、防逃一体推进;四是个案协调攻坚与长远制度建设统筹兼顾。
Anti-corruption fugitive repatriation and illegal income recovery is an important part of China’s anti-corruption fight.At present,China’s anti-corruption fugitive repatriation and illegal income recovery has achieved remarkable results.The anti-corruption fugitive repatriation and illegal income recovery has a good foundation,sufficient potential and vast space to expand.It faces rare and favorable opportunities,but it also has the difficulty in successful completion of the work,increasing numbers of supervision objects,poor implementation of relevant legal systems,over-reliance on persuasion and international police cooperation,low utilization rate of international treaties,insufficient capacity building and so on.Under the new situation that China’s anti-corruption fugitive repatriation and illegal income recovery has entered the deep water area and the critical period,in order to solve the problem of anti-corruption fugitive repatriation and illegal income recovery,and to improve the quality and efficiency of anti-corruption fugitive repatriation and illegal income recovery,efforts should be made from four aspects:first,to improve the domestic coordination and integration mechanism and to build a long-term mechanism for international cooperation;Second,concepts,systems,capabilities and team building should be strengthened at the same time;third,the anti-corruption fugitive repatriation and illegal income recovery should be promoted as a whole;fourth,an overall consideration should be made to the cases coordination and long-term system building.
