摘要
从生态、经济、社会、政治、文化的维度出发,基于环境绩效指数(EPI)、人类发展指数(HPI)和政治文化指数(PCI),构建省级行政区尺度的美丽中国建设水平评价指标体系,对2011—2014年我国省级行政区美丽中国建设水平进行定量评价,分析其特征,划分出基本类型。研究表明:1我国各省级行政区美丽中国建设水平呈现整体上升的态势,但空间差异显著。美丽中国建设水平较高的省级行政区多位于东部地区,美丽中国建设水平较低的省级行政区多分布在中西部地区。从美丽中国建设水平综合排名变化看,排名上升幅度较大的省级行政区多位于中西部地区,而下降幅度较大的省级行政区多位于东部地区。2依据美丽中国建设水平的变化情况,可以将我国省级行政区划分为7个基本类型,即全面提升型、经济社会和政治文化引导—上升型、政治文化和环境绩效引导—上升型、政治文化引导—上升型、环境绩效下滑—下降型、政治文化和经济社会下滑—下降型、全面下降型。其中,大多数省级行政区属于上升型,约占省级行政区总数量80%。
The beautiful China construction must give high priority to making ecological progress and incorporating it into all aspects and the whole process of advancing economic, political, cultural and social progress. Based on environmental performance index(EPI), human development index(HPI) and political culture index(PCI), this paper established the evaluation index system of beautiful China construction in a provincial scale. It is the quantitative evaluation of the level of beautiful China construction, the analysis of its basic characteristics, and divided into types from 2011 to 2014. The results show that:(1) the level of beautiful China construction of different provinces has an overall upward trend in China. The level of regional Chinese construction has a significant spatial difference. A number of provinces with higher levels of regional beautiful Chinese construction are located in the eastern region; the lower provinces are more concentrated in the central and western regions. From ranking changes of beautiful China construction, the larger the numbers of provinces are located in the Midwest, the larger decline of that in the eastern region.(2) According to the changes of the evaluation index of the beautiful China construction, they can be divided into seven basic types, namely, comprehensive promotion type, economic and social and political culture guide-rising type,political culture and environmental performance guide-rising type, political and cultural guide-rising type, environmental performance decline-drop type, political culture and economic and social decline-drop type, the overall decline type.Most of the provinces are rising types.
