摘要
如何构建“绿水青山”转化为“金山银山”(后称为“两山”)的评价指标体系是建立区域生态产品价值实现机制的关键科学问题,对生态文明体制机制创新、“两山”实践基地评选及绿色发展绩效考核等方面具有重要实践意义。该研究立足于“两山”转化的概念内涵、路径机制及制度保障等理论体系基础,通过对比可持续发展、循环经济及绿色发展等评价指标,并参考真实发展指数的“投入-产出”研究框架形成了“两山”转化框架体系,提出了注重转化、全面性、真实性、数据化及科学性等基本原则,构建了包含“转化条件、转化能力、转化效果”3项一级指标,9项二级指标,52项三级指标的区域“两山”转化评价指标体系,结合主成分分析方法和层次分析法实现权重确定,最后提出了“两山”转化指数计算方法并划分等级标准。该研究立足于可持续发展理念建立的区域“两山”转化评价指标体系,旨在为打通“两山”转化实践路径和完善制度保障体系提供科学依据,为生态文明体制创新和绿色发展考核评优发挥指导作用。
How to construct an evaluation index system that transforms"Lucid Waters and Lush Mountain"(LWLM)into"Gold and Silver Mountains"(GSM)(hereinafter referred to as"Two mountains")is a key scientific issue for establishing a regional ecological product value realization mechanism.Moreover,it is of great significance to practice base selection and green development performance appraisal.This paper was based on the conceptual connotation,path mechanism,and institutional guarantees of the"Two mountains"transformation.It compared evaluation indicators such as sustainable development,circular economy and green development.Besides,on the basis of the“input-output”research framework of the"investment in the real development index(GPI)",it formed the"Two mountains"transformation framework system,which put forward the basic principles of focusing on transformation,comprehensiveness,authenticity,digitization and scientificity as well as constructs three items including“transformation conditions,transformation capabilities and transformation effects”The regional"Two-mountains"conversion evaluation index system of 3 primary indicators,9 secondary indicators and 52 tertiary indicators combined principal component analysis and analytic hierarchy process to achieve weight determination,and finally put forward the calculation method of"Two-mountains"conversion index and divide the grade standard.This paper was based on the regional"Two-mountains"transformation evaluation index system established by the concept of sustainable development,which could provide a scientific basis for opening up the"Two-mountains"transformation practice path and improving the system guarantee system as well as playing a guiding role on evaluating the ecological civilization system innovation and green development.
