摘要
对伤亡人员的救治是震后应急救援工作的首要内容,医疗系统作为救治伤员的主力,其震后的功能损失和恢复能力决定了震后救援的效率。本文选取区域尺度的医疗系统,通过情景构建的方法研究强震情景下的区域协调救援。首先对震中城市的震后供需状态、医疗系统救援能力进行分析,并考虑道路系统损失对震后救援的影响,分析城市震后应急救援能力。在城市医疗系统不足以支撑自身救援的情况下,考虑区域其他城市协同救援,对周边城市医疗系统救援能力进行分析,协同救援的城市需遵循城市内外两层供需平衡的逻辑,统筹考虑周边城市的资源容量限制与总救援时间最小化问题,从而选择最优救援方案,为京津冀区域强震情景下协同救援提供思路。
The treatment of casualties is a central aspect of post-earthquake emergency rescue,with the efficiency of medical response largely determined by the functional capacity and resilience of the regional medical system.This study focuses on regional-scale medical systems and investigates coordinated rescue strategies under strong earthquake scenarios using scenario-based analysis.First,the postearthquake supply and demand in the epicentral city are evaluated,including the medical system’s rescue capacity and the impact of road network disruptions on emergency response.When the urban medical system alone is insufficient,the rescue capacity of surrounding cities is assessed,emphasizing coordinated regional support.The selection of optimal coordinated rescue plans is based on balancing supply and demand between the epicentral city and neighboring cities,accounting for resource limitations and minimizing total rescue time.The proposed methodology provides a framework for efficient regional medical response and offers practical guidance for coordinated earthquake rescue planning in the Beijing-Tianjin-Hebei region.
