WSR系统方法论视角下中国产业链供应链风险识别与应对

Identification and Response to Risks in China s Industrial Chain and Supply Chain from the Perspective of WSR System Approach

摘要 在当前全球产业链供应链频繁遭遇“卡链”“堵链”“断链”等冲击背景下,密切关注中国产业链供应链面临的重大风险,主动谋划应对风险对策以提升其韧性和安全水平十分重要。基于中国产业链供应链现状,分析产业链供应链条裂缝的表现、成因。采用扎根理论方法,对研究文献、典型案例、新闻报道、深入访谈、政策文本等资料进行质性分析,提炼产业链供应链运行中的风险要素。在此基础上,运用系统工程论中的物理-事理-人理方法(WSR),构建基于情报的产业链供应链风险应对WSR模型,分析模型中物理层、事理层和人理层的作用机制。研究构建的产业链供应链风险应对WSR模型,能够引导产业链供应链风险应对向多元主体协同方向转型,构建起集风险监测、识别及应对管理于一体的协同联动治理机制,为有关部门防范化解产业链供应链风险提供参考。 In the background of the diverse risks faced by global industrial chain and supply chain,it is crucial for China to closely monitor the major risks,proactively formulate countermeasures against risks,and enhance their resilience and security levels.Based on the current situation of China s industrial chain and supply chain,the paper identifies the risk factors in the operation of industrial chain and supply chain by using the grounded theory,and conducts qualitative analysis on research literature,typical cases,news reports,in-depth interviews,policy texts,and other materials.On this basis,the paper constructs an intelligence WSR model for responding to industrial chain and supply chain risks from the perspective of Wuli-Shili-Renli system approach,analyzes the operational mechanisms of Wuli layer,Shili layer and Renli layer in the model.This WSR model can promote the transformation of industrial chain and supply chain risk response towards a collaborative governance mechanism,including the collaboration of multiple subjects,risk monitoring,risk identification,and response management.The WSR model provides reference for relevant departments to prevent and resolve industrial chain and supply chain risks.
