摘要
地方环境治理创新是实现环境治理体系和治理能力现代化的必然要求,但其趋同性与异质性表现尚未得以有效揭示。通过对河长制从局部试点到全面推广、从空间扩散到场景拓展的系统考察,可以发现我国地方环境治理创新并非单纯自下而上的经验累积,而是“规定动作”与“自选动作”上下互动的结果。只有遵循“包容性创新”理念,维持“规定动作”与“自选动作”的动态平衡,即寓“自选动作”于“规定动作”之中,才能更好地保持创新活动的适当性与连贯性,最终提升地方环境治理行动的稳定性和柔韧性。
Local environmental governance innovation is an inevitable requirement for modernizing envi⁃ronmental governance systems and capacity,but its convergences and heterogeneities have yet to be effectively revealed.A systematic examination of the River Chief System from local pilot programs to full-scale implemen⁃tation,and from spatial diffusion to scenario expansion,reveals that local environmental governance innova⁃tion in China is not simply a bottom-up accumulation of experience,but rather the result of a top-down inter⁃action between"required actions"and"optional actions".Only by adhering to the concept of inclusive innova⁃tion and maintaining a dynamic balance between"required actions"and"optional actions,"incorporating"op⁃tional actions"into"required actions,"can we better maintain the appropriateness and consistency of innova⁃tion activities and ultimately enhance the stability and resilience of local environmental governance actions.
